You call it in but they won't get there for at least 7 Minutes. Those minutes are life and death, without the proper medical treatment someone's condition will worsen. You have the knowledge but no equipment, it's like teaching a soldier how to shoot but not the gun. If you are trained, affordable equipment should be available without having to spend hundreds of dollars as a volunteer.
